Is using a VPN legal in Russia?
Personal VPN use is not criminalized in Russia. The 2017 VPN law (Federal Law No. 276-FZ) targets VPN providers that refuse to comply with RKN's blocked-site registry — it does not penalize end users. Millions of Russians use VPNs daily. Doppler holds no Russian assets and does not comply with RKN registries, so service is not filtered at our end.
Will Doppler work on Rostelecom, MTS, or Beeline?
Yes. We test continuously on all major Russian ISPs and mobile carriers. When TSPU rolls out new filtering signatures (typically every few months), we update VLESS-Reality endpoints to keep connections stable.
What if I don't have a foreign credit card?
Use the Doppler Telegram bot. It accepts BTC, ETH, USDT (TRC-20 or ERC-20), and USDC. You can buy these on a Russian crypto exchange or P2P. Subscription activates automatically once the payment confirms — usually within 10 minutes.
Will my Russian banking apps still work?
Yes. iOS and Android both support per-app VPN routing via Always-On VPN settings. You can route Instagram and Facebook through Doppler while keeping Sber, Tinkoff, VTB, and Yandex apps on your normal Russian connection (which they require for geo-IP checks).
Which server is fastest from Moscow?
Finland (Helsinki) and the Netherlands (Amsterdam) typically give the lowest latency from Moscow — 20–45 ms. Germany (Frankfurt) is also strong. Doppler's automatic server selection picks the fastest available route in real time.
Does Doppler work on Yota and other smaller carriers?
Yes. VLESS-Reality is transport-agnostic and works on any IP connection, including Yota's 4G/5G, Tele2, regional cable ISPs, and public Wi-Fi.
Why have other VPNs stopped working in Russia in 2026?
Roskomnadzor expanded VPN-protocol DPI throughout 2024–2026, fingerprinting and blocking OpenVPN, WireGuard, IKEv2, L2TP, and most obfuscation layers used by mainstream commercial VPNs. Doppler's VLESS-Reality protocol disguises traffic as plain HTTPS to legitimate sites, so the DPI has nothing recognizable to block.
Can I still access YouTube, Instagram, and Facebook from Russia?
Yes, all three are reachable through Doppler. YouTube has been heavily throttled since July 2024 (Russia-wide and effectively unusable without a VPN). Instagram has been blocked since March 2022 and Facebook since the same week. Doppler restores normal speed and access to all of them on the same subscription.
Will using Doppler attract attention from authorities?
Personal VPN use is not a criminal offense in Russia; the relevant laws target VPN providers operating inside Russia, not individual users. Doppler's traffic looks like ordinary TLS to outside observers — there is nothing for an ISP or DPI to flag. Avoid posting about VPN use on Russian platforms (VK, Odnoklassniki) as a sensible precaution.
